In general, debt in the framework of worship, is divided into two details:
First, there is hope of being able to pay off debts.

Example of a capable person, an employee has a fixed salary down at the end of the month. While he had the opportunity to perform Umrah at the beginning of the month. Then he may owe first. People like this, should not be in debt to perform umrah worship.

Because people like this are not quite capable. While the umrah is a mandatory worship for those who are capable, as Hajj.
For those who do not have the ability, no need to force yourself a debt. Because God does not burden His servants beyond capability.
لا يكلف الله نفسا إلا ما آتاها سيجعل الله بعد عسر يسرا
God does not put a burden on anyone but what God gives him. God will soon give the space after the narrowness. (Surah At-Thalaq: 7).
Moreover debt is not a simple matter. Until a person who is killed in the field of jihad, can be prevented from entering Paradise due to the debt he has not yet paid off.
From Abdullah bin Amr bin Al-'As radhiyallahu'anhuma, of the Prophet shallallahualaihi wa sallam, he said,
يغفر للشهيد كل ذنب إلا الدين
A martyr is forgiven all his sins except the debt he has not paid. (Muslim).
Al-Hattob rahimahullah explains in his book Mawāhib Al-Jalil fi Syarhi Mukhtashar Khalil,
من لا يمكنه الوصول إلى مكة إلا بأن يستدين مالا في ذمته ولا جهة وفاء له فإن الحج لا يجب عليه لعدم استطاعته وهذا متفق عليه, وأما من له جهة وفاء فهو مستطيع إذا كان في تلك الجهة ما يمكنه به الوصول إلى مكة
Who can not get to the city of Mecca (to go for Hajj or Umrah) except with debt, while he has no hope of repaying debts, then he is not obliged to do Hajj. Because he can not. This has become the agreement of the scholars.
As for someone who has hope can pay off his debt, then he is considered capable people. On condition, the fund hopes to pay off the debt, enough to cover the cost to the city of Makkah.
